Ibrahim ibn Muhammad al-Qaysari, known as Koçi Bey, was an influential Ottoman statesman and advisor to Sultan Murad IV. His most renowned contribution is the 'Koçi Bey Risalesi', a series of treatises offering detailed insights and critical reforms for the Ottoman administration. His works emphasized the importance of effective governance and highlighted areas requiring improvement within the empire, aiming to strengthen the state structure during a time of internal and external challenges.
