Is it permissible to pay Zakat on behalf of someone who is abroad (in Europe) at the value of its place of payment, or at the value of his location?

هل يجوز إخراج الزكاة بالنيابة عمن كان خارج البلاد (في أروبا) بقيمة مكان إخراجها، أو بقيمة مكان وجوده؟

Hal yajūz Ikhrāj al-Zakāh bil-Nyābah ʾamman kāna Khārij al-Bilād (fī Urūbā) bi-Qīmat Makān Ikhrājihā, aw bi-Qīmat Makān Wujūdihi?
